The military of Ukraine stated that its forces struck three facilities linked to Russian missile launches, rocket-fuel production, and intercontinental ballistic missile dismantling during an overnight operation from October 8 to October 9, 2026. The targets were located across Russia’s Tver and Nizhny Novgorod regions.
According to the General Staff of the Armed Forces of Ukraine, the operation targeted specific defense-industrial nodes intended to degrade Russia's military-technological capabilities. Russian regional authorities acknowledged the drone attacks, reporting localized damage and one casualty.
Identified Targets
The Ukrainian military identified the three locations struck during the operation as follows:
- V.P. Barmin Research Institute of Launch Complexes: Situated near Dalneye Konstantinovo-5 in the Nizhny Novgorod region, this facility operates as a branch of the Center for the Operation of Ground-Based Space Infrastructure Facilities (TSENKI) and is involved in maintaining launch complexes, fueling equipment, and missile control systems.
- Intercontinental Ballistic Missile Decommissioning Center: Located near Surovatikha in the Nizhny Novgorod region, the site was targeted to weaken the industrial capacity to produce explosives and rocket fuel through missile dismantling operations.
- Redkino Experimental Plant: Positioned near Redkino in the Tver region, the plant produces components for Decilin-M fuel—used by Russian Kh-55 and Kh-101 cruise missiles—as well as specialized additives for diesel fuel and aviation kerosene.
Russian Official Responses
Regional governors in Russia reported on the drone incursions and subsequent damage on October 9. Nizhny Novgorod Governor Gleb Nikitin stated that one serviceman was killed while defending against the attack, and reported that drone debris caused minimal infrastructure damage.
In the Tver region, Governor Vitaly Korolyov confirmed that a drone strike triggered a fire at the industrial plant in Redkino. Emergency services extinguished the blaze, and local officials reported that factory personnel were evacuated safely without injuries.
The Ukrainian General Staff framed the operation as an exercise of self-defense aimed at disrupting the supply chains supporting long-range aerial attacks. Independent verification of the precise extent of the damage at the three facilities remains limited.
