United States special envoy Steve Witkoff met with Russian President Vladimir Putin in St. Petersburg on Wednesday, marking a high-level diplomatic push to restart negotiations aimed at ending the war in Ukraine. The meeting at the Konstantinovsky Palace follows recent consultations between U.S. officials and Ukrainian leadership regarding potential peace frameworks.
Witkoff arrived at Pulkovo Airport earlier in the day, where he was greeted by Kremlin investment envoy Kirill Dmitriev. Kremlin foreign-policy adviser Yuri Ushakov confirmed that the discussions during the first half of the day focused on advancing proposals to resolve the conflict and establishing a foundation for renewed trilateral negotiations involving the United States, Russia, and Ukraine.
Key Diplomatic Sequencing and Oslo Consultations
The St. Petersburg visit follows Witkoff's meetings with Ukrainian President Volodymyr Zelenskyy in Oslo, Norway. According to participating officials, the discussions in Oslo centered on components of a broader peace architecture, which included security guarantees for Ukraine, a comprehensive postwar economic reconstruction plan, and updated European security arrangements.
A U.S. official characterized the Oslo talks as constructive, noting they contributed to progress toward a coordinated Western approach in dealing with Moscow. The diplomatic sequence—moving directly from discussions with Kyiv and European partners to talks in St. Petersburg—forms part of an effort to bridge opposing positions before formal trilateral talks resume.
At the opening of the St. Petersburg meeting, Witkoff urged Putin to consider restoring structured trilateral negotiations, suggesting that technical teams manage practical steps toward a settlement. The talks also touched upon potential U.S.-Russian economic cooperation, including the export of Russian fertilizer to the United States, as well as broader international diplomatic coordination.
Humanitarian Development and Meeting Participants
Alongside geopolitical discussions, the meeting yielded a humanitarian outcome. Russian authorities announced plans to release Stephen Hubbard, a 74-year-old American prisoner who has been detained in Russia for over four years.
Putin and Witkoff were joined in the discussions by Kremlin aides Dmitriev and Ushakov. Jared Kushner, who has contributed to previous diplomatic engagements, did not attend in person due to illness and was scheduled to participate virtually. Officials noted that the encounter marks the ninth meeting between Witkoff and Putin. While no comprehensive peace agreement or finalized ceasefire was announced following the talks, diplomatic channels remain active as international stakeholders continue to assess pathways toward a resolution.
